C.A.R.Ewas formed as the need to provide additional services to those vacation owners whose needs were not satisfied by their major exchange company. The continued change in focus and operation of major exchange entities, the need to maximize revenue and fulfill the needs of marketing programs and increasing sales of vacation clubs has created the constant need to buy, wholesale, and/or exchange inventory. In 1997, C.A.R.E. addressed the need for an industry-wide establishment of a professional value system when its first Code of Standards and Ethics. The Code sets standards that apply to practices that are occurring throughout the vacation industry. Most importantly, C.A.R.E. actively enforces its Code.

C.A.R.E.´s Bylaws provide detailed descriptions of C.A.R.E.´s structure and includes membership class definitions, officer qualifications and ethics procedures.
